I assume that is someone's idea of art?
I think it is supposed to be a Christmas tree, although I'm not sure putting it as traffic control in the middle of a traffic circle was the best idea. At least it is in a super-wealthy neighborhood, so at least they can afford repairs to their cars, I guess.
